MITERUNEは、世界初となる「AIが沈黙し、人へ判断を返す」静止型ガバナンスモデル（Silent AI Governance Model） を持つ社会OS（Social Operating System）です。
AIが判断しないことで、人間が責任を取り戻すという“逆発想”のAI基盤を提供します。

MITERUNEは監視システムではなく、
MITERUNEは自動化AIでもなく、
“人が再び考えるためのAI” です。

本プロジェクトはUNESCO日本政府代表部への正式提出、および国際論文（DOI付）の公開により、国際的な倫理枠組への参入段階に入りました。

MITERUNE introduces the world’s first Silent AI Governance Model, an ethical architecture in which AI remains silent and returns decision-making responsibility to humans.
It functions as a Social Operating System, designed not to replace human judgment but to restore it.

MITERUNE is not surveillance.
MITERUNE is not automation.
It is an AI that enables humans to think again.

The project has been formally submitted to the UNESCO Japan National Commission and published as a refereable international paper (DOI provided).

2. MITERUNEが解決する課題 / Problems MITERUNE Addresses

世界は次の3つの危機に直面しています：

1. 急速な高齢化と独居の増加

2. 孤独死・放置死による社会損失（不動産・医療・行政コスト）

3. AI過剰化による“責任の空白”

MITERUNEはAIが判断せず沈黙することで、
最終判断を人間に残す仕組み を再構築します。

The world is confronted with three accelerating crises:

1. Rapid aging and more single-person households

2. Social and economic damage from unattended deaths

3. A widening “responsibility vacuum” caused by excessive AI automation

MITERUNE solves these by removing AI judgment entirely, ensuring that humans make the final decision.

• GPTによるシグナル処理

• Gmailエスカレーション

• LINE WORKSによる最終人間確認フロー

通知は3段階に分かれ、
必ず人間の確認に到達します。

MITERUNE has completed operational testing in Japan:

• AI camera monitoring

• Silence gap detection via 8–2–2 / 12–4–2 models

• AWS backend

• GPT-based signal processing

• Gmail escalation

• Final human confirmation via LINE WORKS

All alerts escalate through three layers and always reach human judgment.

4. 国別・独占ライセンスの開放 / Opening of Exclusive National Licenses

MITERUNEは2025年より、各国1社限定の社会OSライセンス を国際公募します。

優先対象国・地域：

• シンガポール

• UAE（アブダビ／ドバイ）

• アメリカ（フロリダ／カリフォルニア）

• EU（フィンランド／オランダ／ドイツ）

ライセンス内容（抜粋）：

• MITERUNE Social OS 国家導入権

• Silent AI Core の倫理モデル

• 人間確認フローの運用権

• UNESCO等 国際基準との整合性

• 年間エシックス・メンテナンス

※財務条件（ライセンス料）は、導入国の規模・展開範囲・ガバナンス条件に応じ、初回評価ミーティング後に確定します。

Starting in 2025, MITERUNE opens one exclusive national license per country.

Priority regions:

• Singapore

• UAE (Abu Dhabi / Dubai)

• United States (Florida / California)

• EU (Finland / Netherlands / Germany)

License Includes:

• National-scale implementation rights

• Silent AI Core ethical architecture

• Human-in-the-loop operational rights

• Compliance with UNESCO-level frameworks

• Annual ethics maintenance

Financial terms will be defined after the initial evaluation meeting, based on national scale and governance requirements.

 

5. 国際的意義 / Global Significance

AIを止めることで社会の責任構造を再構築する
全く新しい国際規範の提案です。

UNESCO、EU AI Act、US AI Bill of Rights と整合性を持ち、
“倫理OS” という新領域を開拓します。

MITERUNE represents a new global standard by rebuilding responsibility not through stronger AI, but through intentional AI silence.
It aligns with UNESCO, the EU AI Act, and the US AI Bill of Rights, creating a new category of “Ethical Social OS.”
